Justice L S Jamir of the Manipur High Court maintained that police had failed to furnish CDs of video clips and pictures with captions, because of which journalist Kishorechandra Wagkhem was unable to make an effective representation against the detention order slapped on him under the draconian National Security Act (NSA).

Wangkhem was arrested on November 26, 2018, for making allegedly objectionable posts against Manipur Chief Minister N Biren Singh for one year. In March this year, his health worsened. There was widespread protests and anger at his arrest and the detention order was veiwed as excessive. Manipur goes to the polls on April 11 and April 18.
